Creates a characteristic group. Errors: CHARACTERISTIC_GROUP_NAME_REQUIRED (the name is empty or consists of spaces only); CHARACTERISTIC_GROUP_NAME_ALREADY_EXISTS (another group has this name, regardless of upper and lower case). Assign characteristics to the group with ‘CreateCharacteristic’ and ‘UpdateCharacteristic’. - Request
