PaymentActionAvailability
Whether one action is allowed for a payment. The action is a key, not an enum, because the list of actions can grow without a change of the schema. Keys today: Update, Delete, MoveToSalesOrder, MoveToSalesInvoice, MoveToSalesInvoiceCorrection.
